Congressional Republicans Support Trump's Proposal to Replace Affordable Care Act

American senators are working through the weekend for the first time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to end the impasse appeared to recede as GOP senators floated a proposal unacceptable to Democrats: scrapping the Affordable Care Act, known as Obamacare.

Deepening Impact of Government Shutdown

The impact on Americans from the lengthiest shutdown of the federal government in history deepened on Saturday, as federal workers went without pay, carriers were forced to cancel flights and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.

Trump's Proposal from Golf Course

As Saturday's session got under way, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for subsidies to be replaced by health savings accounts.

"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Support

Several Republican senators praised the proposal, which is comparable with a replacement for Obamacare proposed in 2017.

"We're going to replace this failing program with something that is actually better for the patient," one senator said.

Another senator praised Trump's suggestion on online platforms, and displayed a large print of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator posted in reply to Trump's proposal. "We need to stop public funds from going to carriers and instead give it directly to Americans in health savings accounts and let them buy the medical coverage they want."

Opposition Response

Democratic lawmakers shared alarmed responses to Trump's proposal.

"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been defeated by voters and Congress."

Another senator reacted to the criticism of insurance companies by posting: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Really? In that case I applaud your support for universal healthcare."

Continuing Negotiations

The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an willingness to an developing proposal from a small group of moderate Democrats to end the closure in return for a later vote on the ACA subsidies.

One Democratic senator, who is leading the talks among moderates, said that Democrats "require another way ahead" after Republicans turned down an offer to reopen the government and extend the subsidies for a year.

Another senior Democratic lawmaker continued in arguing that Republicans should agree to a one-year extension of the subsidies before discussing the future of the subsidies.

"Inaction is derelict because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress fails to act."

Political Dynamics

Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican lawmakers need the backing of several Democrats to restart the government, and the concept of repealing and substituting Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Some observers indicated that the essence of such a proposal would eliminate the ACA's mandate that insurance companies cover patients with existing health issues.

After his resort visit, Trump went back to his residence and doubled down on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the proposal that failed to garner enough support in 2017.
