Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are conducted: hopeful statements are issued from different nations. Immense energy is allocated on containing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".
Nighttime Reality
As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor rocket firings from Russian territory, a capability afforded by current data. From vantage locations, Ukrainian air force fighter jets that had been scrambled to engage hostile guided weapons flew past – sophisticated military planes provided to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a incoming threat. This was a advanced protection mechanism at work, probably delivered by allied countries. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly becomes sober acceptance: maybe the incoming missile won't strike its target this time, protecting urban areas from catastrophe and further power outages.
Persistent Threats
Following this, a large-caliber weapon fired at a drone somewhere nearby, part of a mobile-fire group – probably imported technology. Sadly, the projectiles didn't strike the hostile drone – it continued its flight toward its destination.
With pauses, this continued until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and utility failures in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on external assistance – a need that regional partners are evidently unprepared to substitute in the short term.
Unsuccessful Negotiations
The comprehensive proposal from Washington sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and multilateral gatherings.
Every new proposal from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, continue.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington functions according to a principle well known to seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration presumes that it is unfeasible to force Russia to surrender the territory that it presently holds in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does minimal to prevent Kremlin actions, through statements or actions, from assuming that the current condition will not change more in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but avoiding a complete military breakdown until conditions improve in its favour.
Existing Situation
Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unacceptable, so that their focus does not switch to internal issues. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These two forces are influencing discussions.
Assessment and Future
It took a mere seven days to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, latest revelations, all did their job.
While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
