The Former President's Woke Alarm Overlooks Europe's True Threat: Technological Stagnation.

Donald Trump's security policy document presents a misguided view of the European Union. It claims that unrestrained immigration and so-called "progressive" policies represent an grave threat to European civilization. Yet, this perspective is based on a serious misinterpretation of the situation. The true danger confronting Europe is not cultural but technological and economic lag.

A Glaring Economic Gap Between Europe and the US

Statistics reveal a stark picture. Between 2008 and 2023, American economic output grew by 87%, while a mere thirteen and a half percent growth for the EU. Over this time, EU GDP per capita dropped from over three-quarters to just half of the American figure. Strikingly, even the poorest US state now boasts a higher per capita income than major EU nations like Italy and France.

Currently, about 50% of the global top fifty technology firms are US-based, while only four are from Europe.

The Innovation Deficit: The Core Question

This widening economic gap is driven by superior productivity growth in the United States, largely due to technological innovation and better use of resources. The landscape of global tech dominance is overwhelmingly US-centric. In the last five decades, 241 US firms have scaled into enterprises valued at more than $10bn, compared with just 14 in the European continent.

This gap prompts a pressing question: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, what is the EU positioned? Experts widely concede it is essentially a contest between two between the US and China, with Europe starting at a clear handicap.

Root Causes of Europe's Technological Lag

Several major factors explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and more dynamic system for funding startups. The EU has yet to establish a true unified investment market, a factor that limits the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided rules hamper Europe. A US startup can introduce a service under a single regulatory framework to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is split among 27 separate systems, creating significant internal barriers.
  • Cultural Attitudes: Views on risk-taking differ sharply. In some EU nations, a startup's collapse was once met with penalties, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, there are reasons for hope. European leaders are increasingly aware of the existential challenge and have started to propose substantial change. Notable analyses on European competitiveness and the single market point to the need for sweeping changes.

Given appropriate incentives and rule changes, these assets could support far greater degrees of commercial innovation.

Europe retains considerable strengths: skilled workforce, excellent schools and universities, and world-class labs. Alongside a large internal market and substantial household savings, these elements have the potential to trigger a surge of venture creation.

Crucially, even if the EU does not take the lead in creating cutting-edge technologies, it can still dramatically boost economic output by adopting and adapting advancements from other regions.

A Critical Juncture

Europe now stands at a decisive crossroads. As the saying goes, decline often happens "gradually and then suddenly". To date, Europe's technological decline has been gradual. But, if it fails to take decisive action to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in world influence.
